With the increasingly rich of construction project, the complicated of function, the developed of technical requirements, the marginalized of professional work, the contractee’s request for project management pattern is higher and higher, more and more diverse. Because construction project planning, design, procurement, construction, completion acceptance and commissioning is an organic whole, has its reasonable life cycle, objective need project phase and profession, then produce a whole process of all-round systematic, integrated management needs.In order to improve the project construction management of state-owned investment in Shenyang Medical College, according to the 《Construction project completion settlement editing procedures》 and 《Construction quantities bill valuation standard》 and the current specifications to establish the project management system of state-owned capital investment. In this lecture, through a further, systematic research to this field, then puts forward the project construction management theory and method of the tender stage, construction stage, completion acceptance stage, sets up a set of scientific project construction management evaluation index system, and then uses the hierarchy analytic process and fuzzy comprehensive evaluation method to determine the weight and evaluation criterion of each evaluation index, and apply it into the stadium project of Shenyang Medical College to do an analyzation and inspection.This lecture research contents include:(1) Introduce and analyse the research process of construction project management at home and abroad and the main questions existed;(2) Analyse theory and method of construction project safety management system evaluation, reseah the related laws and regulations of construction project management;(3) Analyse the characteristics of state-owned capital investment and existence of the problems and causes in project procedure, and establish the construction project management system;(4) According to the established construction project management system, in the tender stage, construction stage, do an analysis with Shenyang Medical College Stadium Project;(5) By using hierarchy analytic to screen evaluation indexes, and build a set of evaluation and control functions with multi-objective synthesis evaluation index system; By using the engineering project material datas, according to experts’evaluation result, establish judgment matrix, using the characteristic root method to calculate the index weight and by using fuzzy comprehensive evaluation methods to confirm the evaluation indexes membership and combine hierarchy analyse to determine the index weight, ultimately get the project construction management effect evaluation results;(6) After establishing the safety management system evaluation model, and apply it into Shenyang Medical College Stadium Project to do an inspection. Through the project data collection and field survey of Shenyang Medical College Stadium Project and according to experts’evaluation results, then apply the data in the established evaluation model to analyse, calculate the evaluation index weight of the project and the final total score, find Shenyang Medical College Stadium Project in quality control, safety management is outstanding, but also there are some shortcomings in the investment control that does not reach the designated position deviation.Through applying the established evaluation model into Shenyang Medical College Stadium Project, we can conclude that the established evaluation model in the lecture could cover each contents in current engineering construction management, have a high science and reliability.
