With the acceleration of motorization, urban transport has played one of themost important roles in impacting the urban environment. Many countries havemade a great of efforts on energy-saving and emission-reduction, one of them iscarbon emission charges. China had made no provision for it temporary, but, withthe environmental awareness filtering into people’s minds and intensification ofcontradictions between traffic and environment, improvement of thetransportation carbon emissions charges theoretical research has currentsignificance for urban low-carbon travel, low carbon transport management,transport planning, etc.Quoted the environmental assessment model (shadow price), to price carbonemission taxes. The charges required an expenses standard. The traffic behaviorconsidered to be a productive activity, according to the assessment of carbonemissions adverse impact with shadow prices, to price the taxes in a certain area.Then, analysis the vehicle emissions laws from the point of traffic, toestablish a carbon emissions model. Addition to the vehicle’s own technical level,the vehicle environment is a very important factor. According to the data and theconclusions of previous studies, establish a vehicle carbon emissions model. Inthe energy saving techniques, how to improve the vehicle operation environmentwill be an important research direction for traffic management; this model willbe used in network carbon emissions calculation later.Integrated the generalized cost function with carbon emissions charges, timeand fuel costs the three persons that directly or indirectly affect the cost of travelelements. Study the road-network traffic distribution based on a new generalizedcost function. Establish a combined traffic distribution model, which is separatedthe passenger transport vehicles into private cars, taxis and buses, the bus routedto network, followed by taxis and private cars based on the interactions betweentheir relationships. Finally, basing on the survey data traffic in Panjin, comparedtraffic distribution, as well as carbon emissions, with this analysis method thatbetween before and after the carbon charges. By comparing the results, traffic operation and environmental impact were aware of this means of transportationtraffic management. The reasonableness of the charges can be explained fromthis side.Overall, two problems had been solved: the tax has been charged algorithmsand obtained the concrete values; get the effects of traffic distribution and thesum of carbon emissions under the charges with the combined model andemission model. It has a great significance for low-carbon transportationplanning, transportation policy research, traffic management measures toimprove, and so on.
