With economic development, people have an increasingly more demands on the aesthetic and pragmatic functions of the architecture. And high-rise buildings, shopping malls and the complex buildings with rich artistic designs appear in large numbers. Consequently, the fire disaster becomes more and more severe. The fire accidents where groups of people are injured or dead and large-scale vicious fire accidents can be found from time to time. But the existing fire technology codes cannot meet the design requirements of the above types of buildings. In order to protect such buildings from fire accidents, building fireproof performance-based designs emerge as the times requires.Building fireproof performance-based design firstly sets up the performance-based goals of the overall fire-proof system with the help of the principles and methods of fire safety engineering science. Besides, in accordance with the actual conditions of all types of the buildings, a qualitative and quantative prediction and estimation over the fire risks and the following consequences via all possible means will be made to get the best fire-proof design proposal. Therefore, the buildings can be provided with the rational protection against the fire. In recent years, some buildings in China have adopted the performance-based fireproof designs and therefore accumulated certain experiences. But in this aspect, there are no laws, regulations and standards which can be taken for references and moreover, a complete theoretical system has not been formed yet. Besides, the technological competency of the designers also varies from person to person; and we cannot follow the foreign performance-based design modes blindly. Moreover, in the examination and approval of projects’ fire protection design, the Fire Department does not have a unified standard. After the performance-based certification, some buildings are not built as planned, or there are final-period management problems about fire safety. All these causes make the performance-based design merely a formality. In almost all of the projects, the processes and procedures cannot be operated earnestly, which greatly reduces the fire safety performances of such buildings.Based on the above problems and many years of practical experiences in the final inspection and acceptance, as well as the supervision and management of the construction projects’ fire safety, the author makes researches on the building fireproof performance-based design project management mode. The thesis collects relevant situations and data about the projects which have passed the building fireproof performance-based certification in recent years. And an investigation has been made to specify the projects’ inspection and acceptance, and utilization and management. Besides, problems in project design, inspection and acceptance, utilization and other links are also analyzed and studied. In this way, the operation mode of each link is determined and rational suggestions are proposed. Finally, a set of sound building fireproof performance-based design project management mode is formed. As a result, it can work rationally and effectively to bring its potential in preventing buildings from fire into full play. It can be taken as a reference during the process of the designing, construction and utilization and by the supervisory authorities.
