In order to adjust and optimize the energy structure, develop the clean energy, our country has introduced a series of policies to guide and encourage the construction of wind farms, and to develop wind power industry vigorously. Wind energy resource assessment is one of the bases and premises of the development and construction of wind farms. Only after making the judgment and evaluation on the quantity, quality and distribution of wind energy resources of wind farms, that is the information such as wind turbines types, position and height of installation and so on, which is directly related to the wind power production and economic benefits of wind farms can be confirmed. The accuracy of the wind energy resource assessment of wind farms is the key to developing the wind energy resource efficiently. The calculation processes of parameters and basic data of wind energy resource assessment are much complex, so it is difficult to process and calculate them accurately and quickly for the artificial.Therefore, in order to calculate the parameters of wind energy resource assessment accurately and conveniently, and then to assess the wind energy resource of wind farms, the main works are as follows:(1) According to the relevant national standards and the actual wind data of wind farms, the calculation methods of important parameters of wind energy resource assessment are studied, including more than ten kinds of necessary parameters and their important intermediate parameters of wind energy resource assessment, which provides the comprehensive and reliable references and bases for wind energy resource assessment of wind farms.Among them, the method of least-squares is used in the calculation process of wind shear exponent, the formula is derived through the calculation, and five methods to calculate the wind shear exponent are put forward, and the errors of each method are analyzed by calculating wind speeds of the known height. In the actual calculation, more accurate wind shear exponent is obtained by comparing the errors of the five methods, which greatly increases the accuracy of wind energy resource assessment of wind farms.(2) Using the calculation methods of the parameters as the core, Microsoft Visual Studio 2010 as the development platform, and using SQL Server to deploy database, Dev Express to provide interface controls, and using C# as programing language, and using the 3-layer architecture as design idea, the wind energy resource assessment system of wind farms in Inner Mongolia is designed and developed. It can not only get the required parameters of wind energy assessment, but also include the functions of drawing the curve of wind power, the histogram of wind power frequency, wind rose and other wind charts.(3) Taking a wind farm of Wulanchabu in Inner Mongolia as an example, and applying the wind energy resource assessment system of wind farms in Inner Mongolia to calculate the values of important parameters of wind energy assessment, and to draw various wind charts, and to get the assessment results of reports forms. Users can get rid of statistics and calculations of complex data, and get the graphic, intuitive and standardized assessment reports. To increase the versatility of the system, it can be used to assess the wind energy resource of other areas after adjusting the settings of the system.
