The construction industry was regarded as one of the most dangerous industries around the world, especially in China. The high accident rate in Chinese construction industry caused great loss of stakeholders of construction projects in past years. However, existing literatures on the Construction Safety Cost(CSC) were limited in terms of ambiguous definition and vague quantizing, which caused the inaccuracy of CSC calculation and management. This paper aims to establish a new CSC calculation system which can be applied effectively in the scope of construction project by adopting the combination of qualitative and quantitative research methods.Firstly, based on literature review this paper analyzed the existing calculation models used in developed countries and pointed out those models cannot fit the demand of Chinese construction industry. Secondly, a two-stage expert investigation method was used to ensure the applicability and availability of the new model in China. In the first stage, experts were investigated about what should be involved in occupational health and safety management system(OHSMS) in China from the perspective of project entities, process and events. In the second stage, experts were consulted to find out CSC indicators and set up the CSC calculation systems. Thirdly, a large-scale questionnaire approach based on Likert Scale method was utilized to select critical CSC indicators according to the standard of significance and feasibility which ensure selected cost components effectively implemented in Chinese construction industry. Lastly, some targeted measures of safety cost management are proposed. The proposed CSC calculation system will help to account the safety costs of construction projects clearly, improving safety performance and reducing the accident rate. Furthermore, other developing countries can also learn from this outcomes.
