In 2021,the new "Safety Production Law" will be officially implemented,requiring the construction industry to fully implement the concept of "safety is the lifeline,red line,and bottom line of all work".Human factors are the core of safety issues,and construction safety issues are closely related to the work performance of safety managers.The more competent and excellent the construction safety management personnel,the more effective the safety management work on the construction site,and the safe construction can be guaranteed.Occupational skills,knowledge level,personal characteristics,etc.directly affect the work performance of construction safety managers.It is an effective way and method to scientifically and systematically measure the job matching degree of safety management personnel and to carry out research on the competence of safety management personnel.This paper analyzes the current situation of construction safety management at home and abroad,relies on the existing competency model,applies the competency model to the construction safety management,and builds the "construction safety management competency" model.The first step is to build a general model through the literature method,combine similar indicators,summarize and extract more representative indicator elements,and extract a total of 45 competency element indicators;the second step is to refine 45 elements,and then pass experts The interview method and the preparation of questionnaires that can reflect the competency model,and the questionnaires are distributed to industry safety management personnel;the third step is to carry out statistical analysis on the samples of the distributed questionnaires,organize the data,and finally recover the effective questionnaire ratio of88%.Taking the mean value of 4.0 as the standard,and eliminating the elements that do not meet the standard according to the calculation results,a total of 29 index elements were obtained.And using SPSS for reliability analysis,with the reliability value of 0.8as the standard,17 parameters that can reflect the competency index are finally determined,and the establishment of the general model is completed.In order to apply the general model to the actual situation of the construction company and solve the problems existing in the safety management of the construction company in practice,this paper takes the company Z as an example.The competency of the security administrator is scored.The four first-level indicators and 17 second-level indicators of competency are comprehensively evaluated by AHP analytic hierarchy process,and the importance of each indicator of model competence is determined,and the consistency test is passed.Then use the fuzzy comprehensive evaluation method to derive the Z company’s security administrator competency evaluation paper,invite another 7 experts to fill in,and import the 7 evaluation papers into the computing system,and finally get the weight diagram for the Z company’s security administrator.Taking the score lower than or equal to 3.0 as the standard,aiming at the weaknesses of the security administrator of Z company in security management,targeted improvement suggestions are put forward.At the end of this paper,starting from the four dimensions of the model’s professional concept,knowledge level,skill level and personal characteristics,it puts forward suggestions for improving the competence level of construction safety supervisors,improving the training mechanism of safety supervisors,and improving the overall quality of safety supervisors.relevant recommendations.
