With the rapid development of civil aviation in our country, the number of aircraft continues to grow in the airspace of terminal area, so as to occur such situation where arrival and departure of aircraft conflicts continue to increase and delay is becoming more and more serious, airspace increasingly congested, operation efficiency is reduced, the controller’s workload increased, which brings huge hidden trouble to the safety of flight.Therefore, for the terminal area flight procedures, this paper has a depth analysis on its safety aspect both from the ground and air, and on its operational efficiency from the network efficiency.In terms of the ground obstacles, using the CRM model to carry out quantitative analysis of collision risk of ground obstacles and the final approach and overshoot stage of flight procedures. Through careful reading and study with the DOC9274 of international civil aviation organization, summarizing the function, the scope of application, the unique advantages and the calculation method and process of ground obstacle collision risk of the CRM model, then taking main obstacles surrounded with Shanghai Hongqiao Airport as an example to calculate and analyze the influence of the obstacles parameter change on the collision risk. On this basis, this paper developed computing tools for CRM model using Visual C++.In terms of the aircraft conflict, this article focused on the following four types of route: cross, convergence, divergence and turn, and established conflict risk model of flight procedures at the crossing points by using geometric method and the probability theory knowledge. Decomposing cross route conflict probability into horizontal and vertical conflict probability of collision probability, and considering the characteristics of velocity variations of an aircraft in terminal area, this article combines aircraft’s standard climbing and descending method with motion model in BADA(aircraft based data) to build geometric model in order to analyze the conflict risk of cross point. And taking the aircraft A320 as an example and combining the performance simulation to analyze the influence of flight time and cross angle on conflict probability.In terms of network efficiency, using the complex network theory and algorithms to compare and analyze the operational efficiency of RNAV flight procedures and traditional flight procedures of Shanghai Hongqiao Airport.
