Research On The Life-cycle Cost Management Of Affordable Housing Based On Blind Number Theory

As a key project of the livelihood, affordable housing construction has provided a solution of the housing problems for the low-income families by government. During the time period of the implementation of the “12th five-year plan”, the housing project for low-income families has been developed vigorously. However, the shortage of funds is still the main problems in the way. Therefore, it is of great practical significance to reinforce the cost management and raise the capital utilization rate.Based on the cost of affordable housing and the theory of whole life cycle cost point of view, this dissertation set forth the composition of the fund cost of affordable housing, analyzed the cost management activities of affordable housing including decision-making, design, construction, maintenance and demolition scrap etc in detail.The cost of affordable housing is affected by many factors in the whole life cycle, such as material prices, labor costs, engineering change, project claim, inflation etc. Therefore, the cost information in the whole life cycle is partly with a lot of uncertainty. And these uncertainties showed in two or more forms. The theory of blind number is a mathematical tool which could deal with the complex uncertainty information well, especially for which contains various forms of uncertainty. According to the formation of fund cost in the whole life of affordable housing, the life cycle cost estimating model of affordable housing is established based on blind number theory. Finally, the distribution interval and the credibility which falls in that interval of the life cycle cost of the affordable housing have been given which provided valuable practical reference.To deal with the complicated problem of blind number operation, the graphical programming language of LabVIEW is compiled, solved the overlapped phenomenon of possible value interval in the result of blind number operation, improved the efficiency and accuracy of the blind number operation, and provided a support for practical applications.Cited the whole life cycle cost management of the second phase of the project Shi Yuan Xiang Hu Wan village 12 # building as typical. The relevant data are collected through the questionnaire. Based on the LabVIEW program, the blind number expression of life cycle cost of the project is obtained, which is verified the feasibility and applicability of the whole life cycle cost estimation method on blind number theory.
