Participatory Water Resources Management Pattern And Demonstration In Rocky Desertification Rural Community

Water is one of the essential natural resources for the development of human community, and it is the most important natural resource to restrict the development of rural community in rocky desertification.The main reasons for the shortage of water resources in the rural community of Karst rocky desertification are the rocky desertification region of Karst is mainly composed of mountainous.The engineering water shortage are caused by morrer, lack of surface water, rain is easy to leak and the utilization of water conservancy facilities is more difficult so on;At the same time, as with economic and social development, the transfer of labor force in the rural community, the weakening and loss of community collective strength, eventually leading to in the rural community water resources management vacancy phenomena such as the management of water resource.The above resulted in the difficulty of water resource utilization in the rural community of rocky desertification,water shortage has become the main reason for the normal life of community residents.And solve these problems,The key lies in lack of management of water resources and water conservancy facilities improvement, enhance community residents participation awareness and give full play to the initiative of community residents in the water resource management.Based on the above questions,this study selects the Xia Xiao Zhai community and Han Jia Chong community in mild and moderate rocky desertification of Bijie Sarah Creek demonstration zone and in mild to moderate rocky desertification in Huajiang demonstration area of Cha Er Yan community and Ge Bei community as a case,analysis of the mechanism of participatory water resource management in the rural community of rocky desertification in Karst,and a demonstration area of field study,establishment water resources management mechanism and its control technology are based on community culture as the foundation, the community as a unit and adapt to community management level,and it provides the demonstration effect for the rocky desertification region of Karst.If the model can be implemented in the demonstration area and succeed.This not only explores the mechanism of water resources management in the rural community in Karst rocky desertification, and can effectively control the water resources based on the mechanism model,but also has a positive meaning for the comprehensive treatment of rocky desertification.And it plays a positive role model for the use of participatory water management mechanism in other regions.(1)SWOT analysis of community water resources management.The paper summarized the results of four communities group interviews.The results show that most of the community residents have a better understanding of the local water resources, and have some knowledge about local water resources management.Therefore, community residents can be in full access to external information conditions, according to local actual condition to make its own judgment with the local community management of water resources the advantages, the disadvantage and opportunities.And then summarized the main problems in the establishment of participatory water resources management mechanism in the rural community of rocky desertification,the absence of the rights of community residents in the management,the limitation of economic means, the failure of administrative means and the way of scientific institution intervening in community so on.(2)Participatory water resource management mechanism demonstration and promotion. Firstly, Water Resources Management Association is found in four communities, which is followed to the dominant of community resident. According to the difference of the reality of the situation in each community, which is constructed water resources management mechanism of participation by all residents, the Salaxi demonstration area in Bijie, Xiaxiaozhai community, and build collective user participation in water resources management mechanism and dispersed by independent management of users in Han Jia Chong community. Formed the Bijie Salaxi demonstration and Hua Jiang demonstration points. After the operation of the participatory management mechanism of water resources, in view of the problems in the operation process, further optimization, and put forward the corresponding solutions, and proposed to the popularization and application of the scheme which is involved in water resources management mechanism in other similar regions.(2)Using analytic hierarchy process( AHP), which is determined to the optimal water resources management mechanism. The key person interviews, group interviews, questionnaires and other revelant field survey,data collection are conducted. According to the data features and the subject of the study, the AHP is finally used in combination with qualitative and quantitative analysis. What the analysis of the dominant participatory water resource management mechanism of community residents is the choice of most residents, the weight of which is 0.5581, the main reason is that the dominant of community residents. eventually, the participatory water resource management model is found, which is followed to the leadership of the community residents and the core of the water resourses management association, Which is fully embodies the principle of people-oriented, each resident can equal participate, and have right to know, right to participate, the right of supervision and decision-making to water management mechanism of things in community, play the willingness of autonomous participation of community residents.
