Combining twoaspects is the creative cooperation mode of the government and the villagers, it can directly and effectively make up for the inadequate supply of public rental housing,at the same time, governance the space problem and social problem in urban villages, To achieve the win-win of the interests of the government and the villagers, and public housing security groups.There are ertain policy guidance and practical case base of this code national include Shenzhen.
