| Normally, the owner entrusts the design, consulting, geological survey, and construction works of a project to different companies, and a project can be completed in more than one year. However, the design, consulting, investigation and construction companies can complete several works in one year. When the construction market changing from a planned economy to a market economy, there is a time the rights and responsibilities are not clear between the project owner and participated companies and the project management is disorder. The construction project market is a seller’s market so the participated companies are in active status, Then, two unscientific phenomenons appear: Firstly, the projector owner requires the participated companies to construct in advance or cut down the project value by inequality clauses in the construction contract, thus the participated companies reduce their investment to maximize their profit causing the project quality reduced. The project owner benefits by sacrificing project quality. Secondly, the project owner is lack of professionals so its management ability is weaker than the participated companies, which cause passivity in contract management liking the arised possibility of claimed by the participated companies. Thus the project investment is too big and the project value is not scientific or economy. When the participated companies are confirmed, the project quality, progress and value are decided by them during the construction project management because of the project owner lacking of experience and weakly implementing contract policy.This article summarizes the deficiencies of the construction contract management and indicates the significance of the construction contract management by analyzing and studying the present situation of construction project management from a project owner’s view. For the whole project construction period, the construction contract of different phases are analyzed, and, the contract management method and content are further studied, which adopting FAHP(fuzzy analytical hierarchy process) method to descriptive, analyze and study the whole construction period to abstract systematic and feasible measurement, to ensure the project owner realize project quality, progress, expected cost by contract management.For a project owner lacking of management personnel and unskilled in policy oriented, this article studies the project contract from the owner’s view to find systematic management method to provide a guidance for scientifically control the project value, progress, safe and civilized construction and cost. |
