Energy is the material foundation to the survival of humans, is also the important support of the national economic development, as a energy production and energy consumption country, the energy development, energy use, energy and environment problem has become the focus of the whole country and social areas. Transportation industry is the foundation of the national economic development in a country and a region, is also a large energy consumption and growing fastest industry. Therefore, realize the sustainable development of transportation industry, promote energy conservation and emissions reduction of transportation industry has become the focus of attention from all walks of life. With the urbanization and motorization level continuously improved in our country, the contradictions of energy demand and supply increasingly apparent, especially under the pressure of transport demand growth, and environment ecological constraints, etc. Passenger transport as an important part of the whole transportation system, its fundamental goal of energy saving and emission reduction is with the lowest energy consumption, maximum meet the demand of transportation. To realize regional passenger transport system energy conservation and emissions reduction, it is necessary to analyze the driving mechanism of passenger transport system energy consumption growth, qualitative and quantitative analysis the relationship between passenger transport system energy consumption growth and the driving factors, provide the basis control method for passenger transport system energy consumption.This paper, using the basic theory of system dynamics, system analysis the regional passenger transport system energy consumption. First of all, the paper on the basis of deeply analyses the interior and the exterior driving mechanism of regional passenger transport system energy consumption growth, to identify the influence factors of regional passenger transport system energy consumption; Secondly, through analysis the causal relationship between social economy, population, transportation structure, energy consumption structure,energy intensity and regional passenger transport system energy consumption, using Vensim software, set up system dynamics model of regional passenger transport system energy consumption, and test the model, use the model calculate the regional passenger transport system energy consumption; Finally, in Shaanxi province as an example for the empirical analysis, through the scene analysis method, to set various to different influencing factors, quantitative analysis the change of each factor’s influence on the total energy consumption of passenger transport system, finally find effective control method, reduce the energy consumption of passenger transport system, provide the basis for energy conservation and emissions reduction of energy consumption of passenger transport system in Shannxi Province.
