Along with the rapid development of China’s social economy, the road network scale of the provincial and city expands gradually, and constantly increase the density and improve the layout further, but due to the long-term effects of heavy load traffic, part of the road began to enter the maintenance phase,the highway has been occupies an important function in the network, once because of the construction led to the road capacity slash or even traffic disruption, will cause damage to the normal operation of the traffic network,the incident happened once will cause traffic congestion, jam, and even cause traffic accident. It will not only reduce the road traffic transportation efficiency, but also can cause serious traffic safety problems.Ring expressways arise with the development of cities. But in recent years, ring expressways have developed to a new stage, in order to maintain the service level and ensure the transit traffic, ring expressways have entered into a overhaul period. However, since ring expressways play an extremely important role in traffic and undertake the heavy traffic volume, overhauling will make a different to regional expressway network and urban expressway network. In order to reduce the interference of construction and traffic transportation, ensure the traffic during the overhauling period, an study on the organization of traffic construction is supposed to take on.Firstly, we analyzed the characteristics of ring express tunnel in this paper, including the characteristics of ring expressway, the structure characteristic of ring expressway and tunnel construction under the influence of traffic characteristics, at the meanwhile we determined the construction plan referring to the technologies and analyzed advantages and disadvantages of different traffic organization plans and their suitable situations.Then, through survey of the regional road network system, we analyzed direct and indirect influence range and intensity of the overhauling. According to the characteristics of different overhauling plans, we studied different traffic organization strategies of construction area and the periphery traffic and the supporting administrative facilities, we studied out an complete organization plan for ring expressway tunnel. Combining with the characteristics of urban traffic, we selected the appropriate evaluation methods and some key indicators, and evaluated the traffic organization plan of ring expressway tunnel overhauling. We estimated the feasibility and effects of the traffic organization plan, providing basis for the improvement of the plan. This can also reduce the risk of the plan, ensuring maximization of effectiveness of the traffic organization plan.Finally, combining the overhauling of Hangzhou ring express Huang Heshan tunnel, the design of tunnel construction, and the organization plan of the construction area and the periphery traffic, we analyzed the organization plan of the ring expressway diversion, and assessed the organization plan of the tunnel overhauling, ultimately come to an complete and well-effect plan for overhauling traffic organization.
