Construction Of The Highway Maintenance Organization And Emergency Plans In The Regional Traffic

The highways which were builded in 1990s have damage and aging in different degrees, with significantly reducing of level of seviece,so the hignway and its facilities can not meet the needs of rapid economic development. At present, more and more hignways in the whole nation have entered the stage of the major repair. In the major repair of the highway, safety operation of the road has been affected because of congestion and frequent accidents in construction section. Therefore it is necessary and imperative that we should carry out traffic organizations and emergency plans for the construction area of the major repair.Under the National and International research status, in this paper it conforms the focus and direction. Firstly this paper has analysis of the traffic capacity and safety performance, followed with proposing traffic organizing principle of major repair of the hignway, analyzing advantages and disadvantages of various traffic organization,at the same time establishing programs of traffic organization of the major repair pointing at different numbers of travel lane and having an analysis of speed-limit in the construction area and systemicly studying methods of setting up signs.While taking necessary measures, but still can not avoid the occurrence of emergency situations in the work zone of Highway maintenance. When traffic jams or accidents occur in the work zones, we should take emergency handling mechanism or emergency rescue system for the safety of work zone. In this paper it offers the highway maintenance principles of the emergency repair of traffic accidents, has an analysis of the construction the emergency rescue system of highway maintenance and emergency plans of traffic accidents and dangerous goods incidents in the abnormal weather.
