With the continuous development of modern science and technology and the construction of smart grid, the application of distributed energy is increasingly widespread and the load equipments are becoming diverse, making the dynamic load increase. Testing meter’s dynamic error in dynamic load conditions has become a new problem to be solved and many researchers in energy metering field have concerned this problem.The continuous construction of the smart grid puts forward new requirements for the electric energy measurement of the meter in the dynamic load. This paper firstly describes the present situation of domestic and international developments about the dynamic error testing of energy meter and the development of smart grid. Then it points out the importance of establishing dynamic testing excitation signal model, and briefly introduced the excitation signal.Secondly, for the meter’s dynamic error testing, two special testing signal models using the mathematical method of vector in the periodic function space are proposed. The two models faced with the run length characteristics of electricity load are TASK determine dynamic testing signal model and mSM stochastic dynamic testing signal model. On the basis of the models, a method to calculate meter’s dynamic error is proposed, making the conversion between steady-state power and dynamic power come true.Thirdly, basing on Windows CE embedded operating system, the application software of meter’s dynamic error testing equipment is designed and developed using the Visual Studio 2008 software development platform. The software mainly realizes the display function of meter’s pulse count and dynamic errors and the setting function of testing parameter, including the dynamic mode, wiring way, testing meters’constant, the basic parameter, the counts and so on. The software provides the software technology base for the testing equipment’s development.Finally, on the basis of theoretical research and application software’s development, a meter dynamic error testing system is built using the meter dynamic error testing equipment. The analysis of the system’s comprehensive error is also proposed. Five kinds of 1.0 grade or 0.5 grade three-phase four-wire meters from domestic and foreign manufacturers are tested using the testing system. The testing results and analysis are given.
