With the rapid development of society and people’s living standard, the demand for education is increasing, which requests us to strengthen the capital construction of the special school. In this harmonious era, as a special school’s capital construction should be paid attention to by the nation and people. In recent years, the country formulates the special school’s basic education standard and standard of the average public expenditure per student, for special education investment is greatly enhanced. The emphasis of the school capital construction is to control the project cost. Nowadays, as a result of critical for construction funding because of limiting fiscal expenditure, we have to rethink how to save funding and control cost in the context that guarantee the quality of capital construction.The research of the paper tracked investigation and study to summarizes the domestic school under the premise of cost control of projects through A special school, Zhejiang Province. To understand and dig particularity in building construction, which special schools as deaf, mental retardation, autism, cerebral palsy children with disabilities. And to conduct a comprehensive system of analysis, found the problem, summarizes strategies and measures to strengthen the cost management through the earned-value-method. The paper puts forward some suggestions to the department in charge of special education and train of thought, and provides theoretical basis and line of effect of the technical support in the future. With fulfilling quality and quantity requirements, it is possible that the more resources for the construction of campus culture and students’spiritual growth.
