From 2000 to 2011, China’s construction enterprises have a favorable environment and policy support for economic development. Many construction enterprises are no longer simply engaged in the project or framework construction, but actively expanding to construction project planning, cost control, bidding and construction process. From the point of view of the construction process, on the one hand to invest it needs to achieve cost control in construction projects. On the other hand, it must stabilize the existing work areas and operational mechanism, and dual challenges of cost control and sustainable development in new areas. How to integrate the existing resources, and conduct effective operation and coordination of all aspects based on cost control are the main issues that all construction enterprises are facing now. Theoretical research and application study are urgently needed in cost control and control methods for construction enterprises.As a highly competitive industry, the construction industry has a low entry criterion, and its technical content is not high. In the meantime, under the background of globalization, a large number of international architectural companies continue to enter the domestic construction industry. Therefore it requires domestic enterprises to continuously analyze and understand exactly how to handle the fierce competition of modern foreign enterprises. In order to gain advantage in the fierce market competition of domestic construction, we must focus on the following two aspects:Firstly, by upgrading technology and management, to drive comprehensive development by management. Secondly, through project cost management, exploit potentialities, and constantly bring forth new ideas to ensure the safety and quality. And in order to enhance the enterprise interests, we must continue to reduce costs and control waste. These two aspects must be guaranteed, hence continue to lower the cost within the enterprise, enhance enterprises’technological innovation image, thus gain advantages in competing with a large number of international construction enterprises. Accordingly, a scientific and rigorous cost management program system is urgently needed and established. It will constantly reduce enterprise’costs, and enhance the external competitiveness and enterprise interests. At the same time, it is necessary to learn from the advanced project cost management methods, to supplement and improve the enterprise, hence to form effective cost management system with its own characteristics, achieving constant growth and innovation, providing certain guidance for the whole industry.Construction project cost management is high-tech research project in our country. It has certain characteristics, and the entire research process is very complicated. In our cost management research areas, there is seldom any construction project cost management, hence can not provide a complete reference. Therefore, this paper is mostly based on the cost management cases in similar foreign construction projects, combining with the implementation characteristics of construction project cost management in our country, to establish an appropriate cost management system.Chapter one is introduction, which mainly includes research background and research purposes, analyzing research status and research framework both at home and abroad.Chapter two gives detailed theoretical explanations about knowledge content of cost management. Firstly, it introduces the concept of project management. And then it gives an in-depth introduction about cost control and related theory.Chapter three combining with related theories analyzes Weifang Greentown Garden construction project, which includes the current situation of the content of cost management and the existing problems in the project. Before analyzing the problems, the author gives a brief introduction about the project, and then introduces the existing problems in cost control from the perspective of project organizational arrangements and engineering change.Chapter four proposes corresponding solutions and strategies according to the previous chapter. Strategies include cost control steps and procedures, preparation of cost control index, selecting critical time node and appropriate cost control methods, hence to conduct scientific and rational cost control.Chapter five explains cost control solutions in Weifang Greentown Garden construction project, which mainly includes three aspects:adhering to the management and technological innovation, through a variety of methods to reduce the cost of the project; improving the staffs personal qualities, hence to have a sense of responsibility; controlling the project cost in earlier stage and acceptance process, to bring some guidance for others.Chapter six summarizes the innovation of this paper, and this case’s inspiration for the future project cost management. At last, limitations and problems of this paper are presented.
