Ningyang County, locates in the west part of Shandong Province, southern Taian City, is an agricultural county supplemented by mining. Sinopec Shandong Taishan Petroleum Co., Ltd. decides to construct a gas station in Ningyang County to take the leader position in the retail market of petroleum products so as to fill the market gap and contain the entrance of the competitor. This paper does the research on the sitting program for the 24th gas station construction in Ningyang County in accordance to the investing demand of Taishan Petroleum Co.,Ltd.This paper describes the development situation of gas station construction sitting study in both home and abroad and two processes in gas station. Then it expounds the research method according to the distinguishing feature of the gas station. Combined with typical evaluation method, it determines the evaluation method that to determine the weight of each factor by AHP, to ensure the value of each qualitative index by Fuzzy comprehensive evaluation method and then to revalue comprehensively by Hierarchical weighted addition after normalization of quantitative indicators and qualitative indicators. This paper illustrates the investors and its objective as well as present situation of the region where the construction program is to carry out and current state of the program. It lists factors that affect the 24th gas station sitting in Ningyang county in the construction of implementation which are divided as follows:the economic indicators, planning indicators, environmental indicators, place index, safety indicators and social and environmental impacts. And then it elaborates on the influence in practical work of them according to working experiences of the writer. And then established the gas station project site evaluation model on the basis of that the weight of each factor is ensured by AHP. Calculate and analyze through hierarchical weighted addition to the three alternatives carried out in accordance with the evaluation model and a location research result is obtained. The analysis of the result proves scientificity, practicability and innovativeness of the location model.This paper points out that not only the economic benefits, but also the other significant factors come across in practice should be considered in site selection evaluation system of gas station construction. Emphasizing on these factors which were often ignored or idealized in previous theoretical studies fills in gaps that gas station sitting theory cannot combine with practice closely. In the evaluation process, based on existing research achievement, the use of qualitative factors is reduced and those used has been evaluated qualitatively in accordance with enacted laws and regulations to reduce the arbitrariness of subjective judgment as much as possible. Calculation of qualitative factors and quantitative factors which has been calculated by existing scientific sets of calculating table after standardizing in the Matrix operations ensures the reliability of scientific research. Study of this paper provides a practical evaluation model for decision makers to make the scientific decision to ensure great economic and social benefits once the gas station is put into operation.
