With the continuous development of air transportation and the growing of airport traffic, the existing management mode of airport faces many challenges. In order to meet the needs of modern airport surveillance system related to the operational efficiency and safety level, ICAO released the “Advanced Surface Movement Guidance and Control Systems Manual”, and proposed the concept of A-SMGCS in 2004. Both Europe and the United States are carried out the theoretical research and engineering design in accordance with the concept of A-SMGCS. After the actual test in the airport scene, the related systems achieved good results. A-SMGCS can solve many problems of the airport, because of its good concept in design, and thus it will be the future of the air traffic control.ADS-B is a new technique in the monitoring. Because of the rich information, low price, easy installation and high probability of finding the target, it has been the important means of airport surveillance. Using ADS-B to implement the function which described in A-SMGCS manual, the airport can manage the traffic in the low cost. In addition, it can improve the efficiency of operation and the security level in the airport.This paper design airport surveillance system based on ADS-B in accordance with the concept of A-SMGCS. The system belongs to the second level of A-SMGCS, including monitoring and conflict detection. The specific research includes the following aspects:1. The design concept of A-SMGCS and the characteristic of surveillance equipment. In the paper, a design scheme is given about the airport surveillance system based on ADS-B, According to the requirements of A-SMGCS and the characteristics of ADS-B system.2. The analysis of transmission protocol of ADS-B and other monitoring system. The other monitoring system includes PSR, SSR, SMR, MLAT, DGPS, and EVS. The paper give a detailed description of protocol analysis method as an example of the ASTERIX Category 021.Different monitoring system has different protocol types, so the custom protocol should be designed.3. The research of multi-monitor sensor data fusion algorithm which is suitable forairport surface environment. The fusion algorithm includes the alignment of spatial and temporal, filtering, track association and fusion. In addition to discussing the sophisticated algorithms, the paper also make some improvement combined with the practical application environment of the airport. The movement character of the target in the airport and the road information of airport can improve the monitor accuracy. The target identification information in the protocol and the historical status information can improve the speed and accuracy of the track association.4. The research of conflict types and detection methods in the airport. The airport area is divided into runways, taxiways and aprons in the paper. The different area have different types of conflicts, the paper gives the corresponding method of detecting conflict. For the deficiencies of the existing algorithm of detecting the head conflict, the paper presents a new solution.
