Liquefied Petroleum Gas(LPG) is a kind of gas that is easily storage and transported, clean and sanitary, high thermal energy and it is wildly used in the residents’life and industrial production. LPG is an important part of the optimization of energy structure in our country. There are three measures of LPG import:railways transportation, highways transportation and waterways transportation. LPG shipping process can be divided into three parts, namely the LPG loading at the export port, LPG sea transportation and LPG discharging. The LPG loading and discharging are very crucial. If there is some leakage during the loading and discharging, it will cause seriously consequence. For this reason, the research on the safety of LPG dock loading and discharging has theoretical and practical significance.In this paper, the LPG dock loading and discharging are regarded as the research object, which target is to improve the level of LPG dock safety. The study is carried out according to the hazard identification, risk assessment, decision-making and suggestion steps of LPG dock loading and discharging safety on the basis of actual situation. The method can be divided into four parts:determine index evaluation system, calculate weight, determine the evaluation index membership degree, modelling.Firstly, the process of LPG dock loading and discharging are understood via reading a large number of literature, counseling experts and questionnaire survey. Then, identifying the risk of it, at the same time, the LPG wharf cargo security evaluation index system is divided into personal factors, dock factor, management factor, environment factor. Secondly, the paper has utilized fuzzy theory to establish a LPG dock loading and discharging security assessment mathematical model, which determine factor weights and membership degree of evaluation set by using the combine of the dynamic and the analytic hierarchy process and investigating experts. the article has also used the fuzzy comprehensive evaluation method to quantitatively assess handling safety of LPG dock. Finally, based on the results of formal safety assessment of Fujian LPG dock, the paper makes the suggestions of personnel factor, wharf factor, management factor and environment factor and provides theory basis for the safety of the LPG dock loading and unloading.
