With the continuous development of our country’s economy, the world’s energy consumption of our country increases, and the problem of the shortage of energy becomes obviously, and the fossil energy still occupy the main position in our country’s energy consumption structure, so the problem of our country’s environment is increasingly prominent. According to the statistics, our country’s building energy consumption already account for nearly a quarter of the total energy consumption of the society, thus reducing building energy consumption of our country has an important function on the problems of energy shortage and environmental degradation. Reasonable strategy of operation of cold and electric supply system of energy saving buildings can improve the efficiency of energy, reduce the consumption of building energy, so the research of optimal operation of cold and electric supply system of energy saving buildings plays an important role.Due to the number of cold and electric supply system of energy saving buildings’ supply and demand power devices is large, and the running characteristic of power equipment is different, therefore caused the optimization of system to be complex nonlinear optimization problem. Standard particle swarm optimization algorithm is easy to fall into local optimum in solving complex nonlinear optimization problems, so in order to get more efficient algorithm, this paper first combined differential evolution algorithm into particle swarm optimization, and integrated parameter adaptive control strategy into the algorithm to improve the particle swarm algorithm; Secondly, this paper based on the input and output characteristics of energy storage air conditioning system and the working principle of photovoltaic cells, established the mathematical model of the energy storage air conditioning system, photovoltaic cells, and on this basis, this paper let the minimum cost of the system operation to be the objective function, the up and low output of each equipment in the system, the balance of cold and electric to be the constraints, and established the optimization model of cold and electric supply system of energy saving buildings, then used improved particle swarm optimization algorithm in this paper and particle swarm optimization algorithm to respectively optimize the system, the results show that the improved algorithm is effective and the model is correct; Thirdly, due to the uncertainty of pv output plays an important role on the optimal operation of the system, so this paper based on the multiple scenes and scenes cutting technology to further establish the optimal operation mathematical model of cold and electric supply system of energy saving buildings which consider the uncertainty of pv. The example analyses the influence of uncertainty of pv output, the size of cooling load, the different time-of-use price on the system optimal operation, and verified the correctness of the mathematical model.
