In recent years, Jiangsu province very attaches great importance to the power energy conservation, emissions reduction and environment protection facilities transform, which effectively promote to reduce pollutant emission and plays an important role to achieve the targets of energy conservation and emissions reduction targets. According to the relevant provisions of the state, coal-fired units will be implemented the new emission limit value from July 1, 2014. For the realization of the national standards, the coal-fired power plant acceletates the transform process of desulfurization, deitration and dust removal. In 2014, Guohua taicang 2×630MW coal-fired units completed the environmental transform project. To test whether or not the project achieve the targets and benefits of construction, this paper firstly established the post evaluation indexes and model and then evaluated the environment protection transform project which hopes find out the problems in the project.This paper firstly introduces the basic theory and method, there are mainly the post-evaluation theory and GIOWA operator theory. Then introduces the basic situation of envirnment protection transform of Guohua taicang 2×630MW coal-fired units, and analyzes the present situation of desulfurization system, dust removal system and denitration system, and dust, SO2 and Nox emissions. At the same time, this paper analyzes the energy saving benefits, environment benefits, social and economic benefits of the project environment transformed. According to the basic principles of index system establishing, the paper established post evaluation index system which consists of 4 first-grade and 14 second-grade indexes. Because these indexes are mostly qualitative, this paper uses GIOWA opertors to establishe the post-evaluation model.Finally, the environment protection project is evaluated by the post-evaluation model. The results show that this model is reliable.
