There were1308traffic accidents and1204propety damage accidents happen ed from December20th,2004to May20th,2007, caused24death,118injured, on T aizhou Highway of Shen Hai(G15) Expressway, which was obviously well above ave rage in Zhejiang Province and listed as provincial high-accident locations. So it is nec essary study this road for removing traffic security,raising safety standard and improv ing service quality of highway.This paper mainly researches system security factors such as persons, vehicle s, roads, environment, management etc. on highway, does safety analysis on Taizho u Highway of Shen Hai Expressway through quantitative and qualitative analysis,tak es suitable measures to improve it. studies present conditions of section engineering r ecbnology, researches road problems by calculating transportation volume and transp ortation,studies vehicle problems on running speed and the law of traffic accidents by system analysis, in order to recommend an appropriate action.This paper summarizes the importance of vehicle speed for road-traffic safety, quantitative analysis on distributing properties of running speed and relationships bet ween speed limit and running speed, establishs the correlation between speed and acci dents,makes a safety analysis on a section of road and studies the law of traffic accide nts through the analysis of the distribution on time,space and reasons, then looks for measures to solve these problems. With the consideration of persons, vehicles, roads, and environment on highway, speed control, traffic engineering operation and traffi c management tackled in a comprehensive way, make a proper recommend, accompl ish goals of reducing traffic accidents and improving service quality.
