Study On The Quanlity Management And Control Of Construction In NingBo Electric Power Bureau Of The State Grid

In recent years, the line engineering, electrical engineering, communication optical cable engineering of power transmission project of Ningbo Electric Power Bureau of the State Grid are relatively contracted by professional construction teams. The technology, the personnel quality and the management level of those professional teams are generally higher, and the construction quality can be guaranteed. While the civil engineering becoming a public tender of the society, the management level of the construction enterprise which won the bidding varies greatly, meanwhile, subcontracting failed to prevent risks, and the final construction enterprise cannot understand the norms, specifications of the power system and the design requirements correctly, will lead to the construction quality cannot meet the expectations. The project quality of the civil engineering, therefore, seriously restricts the general upgrade of the transmission project quality of Ningbo Electric Power Bureau of the State Grid. Combining the practical situation in the management process of project construction belong to Ningbo Electric Power Bureau of the State Grid, how to management and improve the project quality of the civil engineering, is one of importance issues that must be solved at present.The article is based on concluding and summarizing the works about the content of the electric power project quality management, the main methods and instruments of the quality management, which have been finished by the former. Combining the current situation and the existing major problems belong to Ningbo Electric Power Bureau of the State Grid, some key matters, which exist in the quality management of the civil project of transformer substation, are conducted more thorough this research. The research contents are as followings:(1) Combining the current quality management situation of the civil project of transformer substation belong to Ningbo Electric Power Bureau of the State Grid, based on the investigation about the management of 32 constructed and under-constructed transmission projects, the main quality problems of the civil project are put forward and the generating reasons are analyzed.(2) In line with the existing quality problems of the civil project of transformer substation belong to Ningbo Electric Power Bureau of the State Grid, the investigation are conducted respectively from the perspective of owner, designer, supervisor and constructor, and the reasons of the existing quality problems in the civil project are analyzed.(3) According to the quality problems of the civil project in the transformer substation and the reasons of the generating problems, the research works are proceeded from the follow aspects:the bidding management, optimization design, strengthening the management of the owner project department, intensifying the leading role at the construction site of supervisor, and the systematic and valid mechanism of examination and evaluation for the civil project quality. The major factors impacting the quality management of the civil project in the transformer substation are synthetically analyzed. Based on the analysis, the key influence factors are quantized and the corresponding improvement measures are proposed.The research results can not only provide the direct reference to make strategic decision for the civil project of transformer substation belong to Ningbo Electric Power Bureau of the State Grid, but also provide beneficial information for the quality management of the civil project of the same kind of transformer substation, and guide the civil project management of the transformer substation to develop towards normal, scientific, digital management, meanwhile, it can also provide important evaluation basis and assessment criteria for developing the dynamic evaluation system, including quality assessment, of the civil project of transformer substation.
