This study takes trams’operation efficiency at intersections under semi-independent way power as the research object, and explores conflict security at intersections where road traffic and tram share the right of way. Firstly this paper introduces three ways of setting trams’signal priority under semi-independent way power, and concludes the basic law of their suitability through the method of traffic simulation; Secondly, this paper proposes multi-index evaluation method integrated hierarchical analysis and data envelopment based on preliminary intersections’ simulation and analysis; Thirdly, this paper designs multiple scenarios that consisted of different factors and evaluates them by the multi-index evaluation method to study the effect of the factors on trams’ operation at intersections under semi-independent way power respectively and comprehensively. This paper’s main research contents and conclusions are as follows:1) This paper describes three ways of trams’ signal priority at intersections and their concrete implementation methods, and concludes the applicability of three kinds of signal priority schemes by qualitative analysis, such as passive priority, active priority and real-time priority. At the same time, the differences between parking upstream and parking downstream when trams pulling in are analyzed under different conditions of signal priority.2) This paper proposes a method of multi-index evaluation integrated hierarchy analysis and data envelopment in view of the evaluation of signal priority’s suitability. This method can not only overcome the uncertainty caused by subjective judgment in AHP judgment, but also give full play to the advantages of hierarchical analysis method on the fusion of multi-target, making it suit to comprehensive evaluation of trams’operation at intersections under semi-independent way power.3) This paper points out that the five factors mainly effected trams’operation at intersections are the method of signal priority、stop pattern、average flow rate ratio of the intersecting road and the tram’s operation road (hereinafter referred to as rate ratio of intersecting road), trams’running speed and operation speed of road traffic.288simulation scenarios are designed with different combinations of the factors, and the multi-index evaluation method is used to analyze the simulation results and evaluate the efficiency values to evaluate the factors respectively and comprehensively.
