Research On Inherent Safety Evaluation Of CNG Bus Operation

Based on the consideration of the increasingly prominent energy and environment problems, CNG public transportation popularizes rapidly with the advantage of energy conservation and emission reduction. As the CNG buses popularize, the existing safety problems emerge gradually. In order to decline the accident rate effectively and build the positive cultural concept of enterprise safety, toughening the evaluation and management of the CNG bus enterprises is imperative.Through the visit and investigation of several CNG bus enterprises, based on the accident causation theory, this article builds the reasonable compositive index system which evaluates the inherent safety of CNG bus enterprises, starting with staff, the vehicle itself, the environment of CNG station, management and so on. The whole system includes 1 total purpose,4 second-class indices and 13 third-class indices. Analytic hierarchy process is used to calculate the weight of every index in the three classes of the system subjectively and entropy evaluation method is used to calculate the weight of every index objectively. Through the synthetic calculation of the two kinds of weight comes the comprehensive weight. According to the fuzzy judgment analysis method, this article builds the reasonable multi-class fuzzy assessment model, which can evaluates the current situation of CNG bus enterprises effectively and roundly.Finally, the index system and fuzzy model built in this article will apply to the safety evaluation of some Harbin CNG bus enterprise, the key point of which is the safety level of the enterprise. Furthermore, according to the feedback, I put forward reasonable suggestions of inherent safety operation. This article verifies the rationality and scientificalness of the index system which evaluates the inherent safety of CNG bus enterprises and the multi-class fuzzy assessment model built in the article. Also this article offers certain theoretical foundation for CNG bus enterprises to carry out the safety management rightly and adjust the idea of safety culture.
