Sino-Japan voyage is one of the main shipping voyages operating by company H and also has superheating competition in the international maritime container transport market. In the Japanese ports, it is one of the core business strategies for company H to reduce costs to require captains to berth and depart by themselves, which causes a problem for company H whether it would be safe for ships without pilots. Without local pilot and tug assistance, can automatically realize the ship berthing safety has become a headache H ship transportation security problems.Based on the summary of many years of ship maneuvering experience, the thesis takes on berthing and departing safety of a certain type of container ship of company H as the research object. After the analysis of main factors influencing on ship berthing and departing safety, each factor of the index quantification standard has been made using the AHP to determine each factor’s weight. Through an expert survey to determine the membership degree of each factors quantization indexes, this thesis established a multi-level comprehensive evaluation mathematics model, which can be adopted by the company H and ships berthing and departing in the Japanese port, and also has some significant value for other companies and other ships.
