With the rapid development of Chinese smart grid, smart meter gradually replaces the traditional meter and has been widely applied. Measurement of smart meter is not only relate to the vital interests of our residents, but also involve the accurate calculation of the electricity industry and impartiality in technical and economic indicators, it also has a significant impact for the country’s power industry and power users’ legitimate rights. Therefore, the debugging and calibration about smart meter are important parts of achieving accurate measurement.Based on the principles and methods of measurement of the smart meters, this paper proposes the debugging platform design solutions for the smart meter. Debugging method has significance guidance about smart meters of large-scale production.This smart meter debugging platform mainly includes: the signal source, standard acquisition channels and debugging software. The signal source is electrical signal source, taken from the mains frequency, through the regulator, booster, up-flow and phase shifters and other aspects, it generates the test voltage and current; the standard acquisition channels mainly include the signal conditioning circuit and data acquisition circuits. And the signal conditioning circuit uses voltage and current transformers which precision are 1/10000, and data acquisition circuit use "high precision A/D chip + DSP". The hardware system use TMS320F2812 as the core chip, taking ADS1278 as A/D sampling chip and the peripheral circuits is mainly composed of the power supply module, communication module and storage module. Based on the CCS integrated development environment, the software of data acquisition circuit has achieved data collection, electrical energy calculation and data communication. The debugging software is C# language-based, which achieve the initial parameters configuration, the electric energy meter calibration and data save printing, etc.Finally, this paper introduces the debugging platform overall functional test. Test results show that after calibrated by the debugging platform, the accuracy of watt-hour meter’s voltage and current are 0.2, and the active power metering accuracy reaches 0.5S, the reactive power energy metering accuracy is 2.0.
