Most of the area in the Yellow River is located in arid and semi-arid regions in northern China, where are a lot of rich energy resources, and play a decisive role in national economic development. With the rapid development of the Yellow River Basin resource and the economic and social, water supply and demand become increasingly prominent, water shortages have become a constraint to sustainable socio-economic development of the Yellow River.Water quota management is the basic work on the water resources management. with the rapid economic and social development, industrial upgrading and technological progress, existing thermal power industry water quotas in Yellow River Basin provinces currently have a wide gap to the actual water level.therefore,correct evaluation of the reasonableness of the existing thermal power industry water quota is particularly important.At present, evaluation of thermal power industry water quota is influenced by many factors, and using any single indicator to evaluate the water quotas are not comprehensive, need to have a series of evaluation index system to carry out comprehensive evaluation. Therefore, to carry out the thermal power industry water quota rationality evaluation combined with the status quo level of the thermal power industry in the" Yellow River Basin, build water quota reasonable evaluation index system to provide a reference for the practical implementation of the most stringent water management.This evaluation on the basis of research and expert consulting with the multi-level gray relational comprehensive evaluation method conduct a comprehensive analysis for the existing water quota of provinces in the Yellow River Basin. Index system constructed is fully considered quota development, quota application, quota modification and other aspects, assessed in coverage, reasonable, advanced and practical, of which evaluation factors quantify by measurement, surveys and statistics.Established index system is based on the existing thermal power industry in the Yellow River provinces, sequences of the optimal value of each index is as the optimal index set, use a multi-level gray relational analysis to calculate the degree of similarity with the optimal set of indicators to determine relative merits. And make recommendations for amendments to the existing quota based on the analysis results, reference to the water quota standard revision process.
