Available water shortages, increasingly serious water pollution ahd the obvious contradiction between supply and demand has become an urgent problems of water supply in Kunming. How to improve the management of urban water, was one of emphasis about water conservation work to Kunming.It is the foundation of planned water to formulate water quota compliance with the urban development, was an important part of Building water-saving cities. Water quota to determine, for enterprise itself, contributeed enterprises to understand the water status of the water industry about the entire region, found out the problems in the whole process of of water;for the water administrations, identified a specific indicators, uesd for assessment and evaluation of water in the enterprise, made the water management from extensive qualitative management into sophisticated quantitative management, meanwhile, provided the basis for laws and regulations, which accorded the urban water conservation in the current situation.Carbonated drinks industry was a typical representative of light industry, presence concentrated water, large water and other characteristics, was the major water users of Kunming city. In the article, The carbonated drinks industry as an object, researched the preparation about the water quota of Kunming, explored the compilation thoughts of the water quota about different industries, prepared the water quota compliance with water demand of Kunming urban.In the article, the carbonated drinks industry as the research object, First, the preparation method of the water quota were analyzed and summarized, according to industry characteristics and water feature of the carbonated drinks industry, determined the prepared technical route about the water quota of carbonated drinks industry in Kunming. Then, Obtained the accounting unit of water quota and the typical representative of enterprise by analyzing, and started from water situation, water composition, water factors, found out the significant factors affecting of water industry. On this basis, using various methods completed the water quota calculation of carbonated drinks industry in Kunming, the reference value of water quota was given. in order to ensure the rationality and implementability of water quota, the season rate was quarter of adjustment coefficients, Added to the preparation of water quota, calculated the adjusting value of water quota, as a water management basis of the carbonated drinks industry in Kunming. At last, In order to determine the water quota developments and provide basic calculated values of the revised quota, water consumption of unit product in 2020 was calculated. At the same time, analyzed the water saving potential of carbonated drinks industry from quantitative and qualitative, proposeded water-saving measures and recommendationsThe following conclusions were obtained in detailed analysis and calculated of water data: (1) the representative of typical enterprise, technology test method, water production rate method, time series method, curve of estimation method and analogy method were adopted in the water quota of carbonated drinks industry. (2) Through comparative analysis, determined that the accounting unit of water quota was product output, the water quota took the form of water consumption of unit product. Due to larger scale, high level of water and crafts of A enterprises, which accorded the requirements of typical enterprise, So choosed the A enterprises as a typical enterprise representatives of the carbonated drinks industry in Kunming, calculated the water quota. (3) From correlation analysis, water consumption of unit product and water production rate was highly correlated and showed negative growth. By the count of season rate, in Kunming, the water consumption of unit product had not a significant seasonality in the carbonated drinks industry. Through comparative analysis, water price changes had a certain impact on water consumption per unit of product. (4) After technology test method and water production rate method, and analogy the water quota with another provinces in same profession, determined that the water quota of carbonated drinks industry was 3.0 m3/t. Because of the water quota is a dynamic index, It had a certain timeliness, so curve estimation model and time series model was used to predict the water consumption of unit product of typical enterprise in 2020, by comparing the fitted parameters, finally, the time series model was chosen analytical model of the water quota. The basic calculated values of the revised quota was studied out in the carbonated drinks industry, the value was 1.35 m3/t. (5) From the point of view of quantitative and qualitative analysis, researched on the water saving potential of the carbonated drinks industry in Kunming, calculated the value of water saving potential by quota comparative law method, simultaneously analyzed from three aspects of the production process, water management and the price incentives, It concluded:It had large water saving potential of the carbonated drinks industry can be tapped in Kunming.Through the preparation about the water quota of the carbonated drinks industry in Kunming, it contributed to sorting out the prepared ideas in water quota and foreshadowed for the water quota of other industries in Kunming. Formulating the water quota compliance with the development of the industry was the key to achieve the assessment and evaluation of water for enterprise, and it was an effective way to achieve the optimal allocation of water resources, in the meantime, it also was the basis for Kunming water-saving city construction. According to the quota implemented the urban water management, it favorable to conducted the water conservation work of urban scientifically and efficiently. Analyzing and computing the water saving potential can directly reflect the saving water status of the industry, it contribute to find out Water-saving measures, which was viable and complied with the development of industry.
