The electric energy is a clean energy, electric power is the basic guarantee of the development of the national economy. Since the reform and opening up, especially in recent 10 years, China’s rapid economic development, the growing shortage of electricity energy situation. To this end, the State Grid has increased the electricity investment, the surge in the number of substations, but how to ensure the safe operation of electric power substations, the problems facing the current substation daily operation management to provide stable and safe electricity power. Therefore, in production management of substation, construct a set of scientific and reasonable substation operation risk control mode is particularly important.Firstly, studing the domestic and foreign risk control model analysis in this paper, combined with China’s national conditions and characteristics of the substation management, analyzes the current transformer substation faces management situation, production safety problems and reasons, and puts forward some countermeasures. Secondly, in order to construct the risk control method of substation operation, firstly introduces the principle of PDCA cycle model, and the feasibility of PDCA cycle in the substation operation management application, on the basis of the above analysis to construct the risk control process of substation operation under the guidance of PDCA:the first is to control the operation risk identification, assessment of risk and risk of the last second. All work to improve the safety evaluation values oriented, constantly adjusting the target according to the evaluation results, the whole safety management mode in the PDCA cycle continuous improvement, finally to improve the level of safety management effect. Application results in order to evaluate the operational risk control mode, are designed according to index system, using AHP to determine the weight of each index, puts forward the evaluation effect of risk control of substation operation method based on fuzzy mathematics. Finally, this paper takes the YD substation as an example, the first analyzed the current situation of operation management, and operational risk control model of concrete is presented in this paper, the design, evaluation and control of the YD substation operation risk. After evaluation of YD substation risk control application, found problems in application. In summary, the substation operation control mode in the economic and security are verified with good performance, a positive role for the risk prevention play.
