With the development of smart grid, the electric power industry is faced with a new direction, and tremendous opportunities and various challenges. Advancement of information technology provides ways for the realization of smart grid, and can make the power grid more reliable and efficient. In the construction of smart grid, the problem of "Information isolated island" always exists, to solve the problem, this paper proposes establishing unified power grid resource model based on the idea of meta modeling. When the model is established, a sharing database with full relations can be created, to realize the aggregation of global information and the sharing of resources, and to achieve the integration of power flow, business flow and information flow of the power grid enterprises ultimately.Firstly, this paper analyzes the problems such as "information isolated island" that exists in the process of constructing the smart grid. Only building models of the grid resources in a unified way can the data be shared and the interaction implemented between various application systems. Then analysis meta model, meta modeling theory and CIM(Common Information Model), shows the hierarchical structure of the M4 metadata model, and explores the advantages of applying meta modeling to the development of complex power systems and abstracting power system model on a higher level. The principle when establishing unified power grid resource model should be followed is also summed up and the MDI (Model Driven Integration) theory is introduced, providing new ways of developing complex power application systems. The meta model tables of describing CIM model are created and the CIM/XML specifications are researched.A power equipment management system based on GIS is designed and implemented to verify the validity of the modeling scheme. First of all, analysis the structure of the system in the meta modeling way, then list the entities and make abstraction of them, make expansions based on CIM according to the system requirements, and eventually create a shared relational database with unified structure and specific naming conventions. Based on the database, realize the visualization of spatial information and the management of basic attribute information. Based on the unified grid resource model, the database and the application system both show great scalability, and verify the validity of the modeling scheme.
