Since entering twenty-first century, rail transport construction is fast developing as well as the system of subway that dramatically improved the efficiency of city traffic system. Undoubtedly, China’s economic policy which supports infrastructure development accelerates the growth of subway construction. On this occasion, the AFC system plays a serious important role in rail transit project.Collaborative optimization of quality, progress and cost is general managerial objective in a research and development project of subway AFC system. Traditional earned value method which mainly focuses on cost and progress while ignoring the influence of quality shows the importance to improve the original method for the sake of higher management level. After analyzing situation and problems of present WX metro AFC system, this paper quantifies quality factor and adds the quantitative quality indicator into the earned value method. Then, the composite index derived from three individual one (cost, progress, quality) could appraise project performance comprehensively. Formerly, traditional earned value method mainly applied in construction industry, this paper employs this modified method into research of IT project.Through quantitative assessing the factor of quality level in a project, this paper is dedicated to improve the level of performance evaluation of metro AFC system. First, assessment indicators that can be used to value a project’s performance would be achieved by means of earned value method. Then combined using these indicators an overall evaluation about the project can be gained. Meanwhile, solutions for assessment bias also are provided. Case example in this paper proves that integrated management of quality, cost and progress benefits to improve the level of the whole project management. In addition, forecasting impact of quality change on time and on cost helps to realize multi-objective optimum. It is proved practically that this modified earned value management method is easy to understand and to operate. Therefore, it has high value of promotion and application in the metro AFC system’s research and construction field.
