In the rapidly developing21st century, the project has became the basic activitiesand means for people to live and work. Because of the complexity of the project,project management has been used in the engineering application more widely. Up tonow, how to apply the theory of project management better in the project and how toensure project completed according to schedule are the key problems of people’sresearch. Scientific project schedule management will achieve the best balance ofconstruction cycle and project cost, in the precondition of ensuring project quality. Sothe project schedule management is especially important.At present, there are more and more wind power projects to be built in China,there are a lot of factors interfered with the operation of the project in the wholeprocess,such as long construction cycle, huge investment, high-end and complexconstruction and installation technology.These factors influence the wind powerproject schedule more or less, causing the wind power project is mostly hard tocomplete the schedule, achieving progress.The company decided to develop wind power in the Duoluntown,Neimengguprovince,in order to take the advantage of regional wind energy resource,optimizeenergy structure further, reduce the pressure of environmental protection and realizethe sustainable development of the autonomous region of wind power industry. Theproject appeared the problems of project delayed, work chasing in the process ofimplementation. So this article studies the wind power construction project schedulemanagement problems combined with the case of third phase49.5MW wind powerproject in Duolun town.As the environmental pollution is growing, the use of clean energy is becomingmore and more important,and the wind power projects is difficult to finish ontime.The third phase49.5MW wind power project in Duolun town started in the background.The project used the qualitative and quantitative research, projectschedule management and the combined research methods of theory and empiricalresearch studied the problems in the process of wind power project execution, putforward optimization scheme and the safeguard measures of engineeringimplementation, explored how to operate the project in accordance with the scheduleto finish it on time.Against the problems as the changes of owner’s plan, the changes of designdrawings and the measures carrying out the contract does not reach the designatedposition in the process of project implementation, it has cleared about the cause of theproblems. The beforehand control of project schedule management attention is notenough, the staff are lack of the professional and responsible professional quality, andthe implementation of project is poor are included in the causes of problems.Beforeoptimizing the original schedule, firstly it introduced the principle of target control,the principle of system, the principle of closed cycle, the principle of dynamic controland the principle of information theory of project schedule management.And itconstructed the project schedule management system, providing security for projectimplementation from organization set-up, bidding and contract management, marketand economic environment, resource planning and scheduling in five aspects,preparing the project schedule in accordance with the project decomposition, analysisof work activity relationship, basic parameter estimation, network scheme andnetwork plan implementation safeguard measures of the five steps.It controlled theproject schedule from three aspects including the choice of the project scheduleanalysis methods, the influence of project progress deviation analysis and adjustmentmeasures.According to the division of engineering construction in the former term,mediumterm,later term, it formulated safeguard measures after each stage of the projectschedule.At the former term of the project construction, it needed to take safeguardmeasures including organization, materials and equipment,contract and system to doa good job of preparation of engineering construction.In the medium term of theengineering construction, it needed to take safeguard measures of technical support and security to guarantee the engineering construction progress smoothly. In the laterterm of the engineering construction, it needed to take safeguard measures of theinformation like data the security and incentive mechanism, understanding theconstruction timely to solve the problems existing in the construction process.
