Research On Cost Control Of Datang Taiyangshan Wind Farm Ii Construction

In recent years, with development and usage of large amount fossil energyglobally, non-renewable energy supply is tightening. Meanwhile, usage of fossilenergy in power generation industry brought great influence on global environment.Therefore, developing and utilizing renewable clean energy has become an affairrelating to the national economy and the people’s livelihood. In the field of cleanenergy, the most extensively developed one is wind energy. Except for the windresource quality, the constraints of decision making on whether to develop a windpower project and revenue of the project is the development cost. With the large-scalewind power development of electric power enterprises in recent years, there are lessand less projects with good wind resource quality, high feed-in tariff, non-curtailment,good construction condition. However, electric power enterprises have to develop andconstruct continually for their consistent development. Therefore, it has become a keyissue for how to control the expenses of wind power project construction and reducethe engineering cost.In this thesis, based on researching and understanding of project cost theory, thetheory is applied in Datang Taiyangshan Wind Farm II, and project cost controltargets, methods and guarantee measures are put forward. Thus project costmanagement is promoted to a higher level and cost control directions are expanded.Through the analysis of this case, the cost control issues are summarized in phases offeasibility study, design, equipment procurement and construction. After these issuesare analyzed, the reasons of cost out of control and increased construction cost arefound out. As a result, a series of strongly effective and high practicable costmanagement, control and guarantee measures are brought up. And the aim is expectedto explore methods and measures for wind power construction cost control and cost reduction through the cost control research of Datang Taiyangshan Wind Farm II, bywhich to provide some guidance and advices for wind power industry of China.Furthermore, it is also expected to make modest contribution to power sourcestructure improvement, ecological environment protection, energy resources securityand economic sustainable development of China.
