In recent years, with the rapid development of China’s economy, as one of the basic industries of national economy, transportation industry develops very fast, especially the two land freight transport modes-road freight transport and rail freight transport, also showed rapid development trend, therefore, the energy consumption of freight transport increased significantly. At the same time, climate change has become a global environmental issues, energy conservation and emissions reduction became a natural choice for countries around the world to tackle climate change. As the energy consumption and carbon emissions, how to reduce the transportation energy consumption and carbon emissions, and how to develop of low-carbon transportation become an urgent problem to be solved. Railway freight transportation energy intensity and carbon intensity is much smaller than road freight, and road transport also has convenient features which rail transport does not have, develop motor-rail multimodal transport, and transfer highway freight flow to railway in the case of meeting the owner claims,is an important measure to develop low carbon transport.At present, most research about united transportation of railways and highways focused on economic benefit, research on the environmental impact lack of scientific evaluation method, and most studies are policy; And after analyzing the literature on the carbon tax, carbon tax is primarily used for macroeconomic. This paper considers the characteristics of rail and road transport, we convert the carbon emissions costs into the economic cost by using the carbon tax, build hybrid programming model for motor-rail multimodal transport based on minimizing the cost of carbon emissions, the transportation and transfer.In this paper, I have done a lot of work as follows:(1)Referred to large quantities of domestic and international literature associated with carbon emissions calculation, optimization of combined transport, Low carbon transport and carbon tax, sum up the strengths and weaknesses in the existing literature.(2) Through the analysis of transportation energy consumption in China, this paper established the calculation method of carbon emission intensity, and calculate the carbon emissions intensity of road and rail transport.(3)In the case of time limits, build intermodal-modes selection model for motor-rail multimodal transport. Then add the macroeconomic concept of carbon tax into the model, build freight flow transfer model for motor-rail multimodal transport based on minimizing the cost of carbon emissions, the transportation and transfer.(4) Design an example, demarcate parameter such as the shortest transport path, transport costs, transport costs, carbon emission intensity, time of arrival, solve the example, obtain the transfer scheme based on the different tax ratesResearch in this paper is beneficial supplement of "low carbon transport" studies, this paper can provide support for the relevant government department to make the transportation plan and transportation energy development plan.
