| The urban passenger traffic structure is the core issue which direction urban traffic develop in.At present,the world is facing serious energy crisis and greenhouse effect,people become more concerned about the protection of the ecological environment.As urban transport is a major source of energy consumption and carbon emissions,it is particularly important to increase residents’ awareness of low-carbon travel and to do well in energy conservation and emission reduction.In the <<Copenhagen Accord>> issued at 2009,China promised to reduce its carbon emissions per unit of GDP by 40% to 50% of 2005 till 2020,so it is a long way to finish this goal.Therefore,the low-carbon development mode of urban passenger transport has become an inevitable choice for the development of urban transport.This paper takes Shangluo as an example,conducts research and analysis on the status of passenger transportation and low-carbon development layout,aiming to provide reference for energy conservation and emission reduction in passenger transport in small and medium-sized cities in China.This paper firstly compares and analyzes the research status domestic and overseas,and relevant conclusions,quoting related experience into the study of passenger transport development in Shangluo.The development status of passenger transport in Shangluo is the grasps,and three aspects are analyzed-the road network layout,the trend of motor vehicles and the coverage of public transportation.Then we summarize the factors that influence the carbon emissions of urban passenger transport.Secondly,we mainly research the carbon footprint of passenger transportation.Based on the connotation and characteristics of passenger transportation carbon footprint,we will build a passenger transportation carbon footprint optimization model.The residents’ travel needs,accessibility,passenger transportation energy consumption,and scale of the passenger transportation are constraint conditions,and the measurement results are obtained by the hierarchical algorithm of target planning.Taking the actual development of Shangluo as an example,the reasonable feasibility of the model was verified,and the carbon footprint of passenger traffic can be used to guide and optimize the low-carbon development mode of passenger transportation.Then we use scenario analysis method to predict and analyze the total carbon emissions generated by different modes of passenger transport in Shangluo.The government-related policies and measures are as external conditions to build three categories: focus on relatively low-carbon scenarios,gradually promoting low-carbon scenarios,and focusing on absolute low-carbon scenarios.Then we draw conclusion that the mode of low-carbon development of urban passenger transport should be dominated by public transport and supplied by private transport and slow transport.This conclusion is greatly significant to promote the sustainable development of passenger transport in Shangluo.Finally,this paper proposes strategic decisions for the low-carbon development of passenger transport in Shangluo.The current basis of carbon emissions from passenger transport is main evidence.At last,we put forward some measures and recommendations based on four aspects: public transportation development strategy,new transportation technology,traffic management monitoring,and planned emission reduction development strategy. |
