Water is the necessary material to exsiting, maintain production and ecoenvironment, water occurrence and water supply which affecting development ofsociety economy, human life, the ecological environment. Locating in Liaoning west,northeast of China, the study area include basins from Daling river to Shanhaiguan.The study area is in arid-semiarid area, uneven distribution of water resources in timeand space and a serious shortage, which is a resource-lack of water area. Influencedby not matching population, land etc and increasing water demand caused by rapiddevelopment of society and economy, the shortage of water resource become worse,and water supply safety could be on a risk. Therefore, analysis of quality and quantity,using, demand of water resources, and analysis of water supply safety are of greatsignificance.On the basis of full collection of data on meteorological, hydrological, geological,hydrogeological and social economy and field investigation, analyzing ofspatio-temporal characteristics of precipitation resources, P-Ⅲ curve method wasadopt to calculate the precipitation quantity. Referring to” inversion of three water”,P-Ⅲ curve method and recharge method were adopt to surface water quantity,groundwater resources quantity, water resources quantity and the availability quantityof water resources. Then it is analysed that water consumption status, developmentand utilization of water resources on the study area, and problem in development andutilization of water resources was also analysed. Based on analysis of characteristics,status and influence facters of all kinds of water consumption, domestic water demand,production water demand and ecological water demand of the target years wereforecast by sectors quota method, reasonablitiy and structure of which of the targetyears is analysed. Following the principles of combining the exploitation and utilization of water resources, water resources and water environment protection andsustainable use of water resources, available water-supply quantity was forecast,analyzing the balance of supply and demand.On the basis of water resources evaluation and water demand calculation,evaluation index system structure “water-source, water supply engineering, wateruser, entironment” was built through discussing the impact factor of water-supplysafety in the study area and considering the sustainable development of water-supplysafety. Further filtrating18evaluation indexes, classification muti-indexes system ofwater-supply safety is built eventuay. Both bohtanalytical hierarchy process andShannon information entropy seleted to calculate combination weight, ideal-pointmodel was put to calculate and assess water-supply safety. Water-supply safety wasevaluated quantitatily and qualitatily, then analysing of safety security state of eachsubsystem of water supply and analyze main constraint index of water-supply.Combining with water distribution and utilization of water sources, countermeasuresand measures to guarantee water-supply are put forward when considering waterdemand on the condition of society developing and retrenching-protecting waterresources from water source, water supply engineering and using water.
