Urban rail transit is the backbone of the urban public transportation and theartery of passenger transport. Also it is the lifeline engineering in urban. As a highlyrapid public transport system, it has the characteristics of closure and traffic density.However, because of a variety of reasons which are unpredictable, such asequipment failure, natural disaster and man-made accidents, the interruption inemergency happens inevitably in the urban rail transit system in our daily life. In thecase of emergency, the rail transit network may occur local disruptions. Also part ofthe stations and segment of bus lines can’t operate normally. The capacity of railtransit transport may decline sharply. To taking advantage of the ground publictransportation is the linkage of supporting system of passenger transportation inurban rail transit. That may realize the continuity of passenger transportation thatwas affected. All these aspects are the effective means of meeting the demand ofpassengers and safeguarding the whole transport order of urban passengertransportation system.This paper regards bus which is flexible and convenient deployment as linkagemode of passenger transportation under the urban rail transit when interrupted inemergency. In the paper we research related questions of making plans about linkagemode. The main contents are as follows:1. According to the sudden interruption accidents to the overall impact of thetransportation network, the sudden interruption accidents will be divided intorandom sudden interruption and selective sudden interruption. This paper willdiscuss the random sudden disruptions. Combining the related theories andimplementation measures of rail transit sudden interruptions in emergency at homeand abroad, this paper will systematically induct rail transit operation adjustmentplans and the bus emergency response in sudden interruptions.2. Considering the relationship between passenger’s positions and the serviceintervals, classify the passengers affected by the sudden interruption, andrespectively determine the size of all kinds of affected passengers. Based on theaffected passengers, study the travel choice behaviors, establish the travel impedancefunctions of transit sudden interruptions, build the passenger flow reassignmentmodels, finally determine the bus passenger flow of the emergent passenger transportation.3. This paper will introduce the incident emergency response process and theexecution of the decision making process of bus emergency response after urban railtransit emergency interruption. From the perspective of the emergent passengertransportation, it can provide the capacity of bus, conduct the cooperation strategy ofthe bus emergency response. Under the condition of limited capacity, cooperationstrategy to guide the management of the bus emergency response is to give guidance.under the condition of sufficient capacity, cooperation strategy to provide passengerswith transportation alternative services which better fit their demands.4. Work out plans of the bus emergency response to the emergent passengertransportation. Under the condition of the capacity is enough, considering the farestemergent passenger transportation range is the average distance between upstreamand downstream of the interruption interval for passengers to take rail transit.Considering emergency capacity of bus, bus running total vehicle kilometres,passengers total travel time and the bus line utilised, this paper will study andformulate the operation schemes of the bus emergency response to the emergentpassenger transportation.5. The example analysis. Assuming that the urban rail transit networkinterruption emergencies happen, this paper will calculate the Numerical example, toverify the model and the effectiveness of the proposed algorithm.
