Research Of Electrical Power Engineering Service Contract Management System Under The BQQ Valuation Way

Electric power supply related to the national economy and people’s livelihood, and electrical power engineering (transformer substation and circuit, etc.) is the important guarantee of stable operation of power grid. The provincial Power Grid Company has been constantly expanded the scale of construction and renovation, in order to improve the power supply service levels. In this situation, to strengthen the construction of engineering management is very important, and the engineering service contract (i.e. the contract of design, construction and supervision, the same below), as the most basic guarantee of the engineering project management, how to improve and strengthen the management level for engineering service contract, this is the starting point for this paper.This paper renews its business content, and based on the content, to carry out the analysis, design, implementation and testing of the service contract management system.In the system analysis phase:(1) This paper puts forward the overall business framework under the BOQ valuation way, and BOQ has formed a comprehensive support for service contract management.(2) Under the overall framework, combining with the characteristics of electric power industry, the content of engineering service contract is divided into many parts.(3) Present business process restructuring scheme under the BOQ valuation way, and make quantitative analysis and evaluation on the restructuring process by using the improved fuzzy comprehensive evaluation method.In the system design phase:it has put forward the overall design scheme of the system and fully combined BOQ and the function of service contract management. The design scheme includes:(1) System overall architecture and System integration scheme.(2) System function modules partition.(3) Design of system database which covers eight database tables is given.In the system implementation and testing phase:according to the system design scheme, this paper has carried on the system implementation, and designed38test cases for testing.In general, this paper starts with the research of basic theory, and then carries out in-depth research of power engineering service contract management system from system logic analysis, business process analysis and system design, etc.
