The South-to-North Water Diversion Project is a great water transfer project oncefor all, the implementation of the project will vastly ease the tension of water resources innorth China and promote the harmonious. At present, the route of the Project in HebeiProvince has entered the overall construction period, and is due to put into operation at theend of2014. Supporting project is an important part of the Project, and ensure thatsouthern water, can come,be delivered and consumed. Its target is water supply of theurban life and industry. Through supplying water to target cities, river water and localwater come into switching, which will put replaced local water into agriculture andecology. Under these conditions, the target of water supply has full equipped subsoil wateror open water delivery setup, particuarly in the city of Baoding Xi Dayang water diversionpipeline engineering construction.The investment is huge, and used in a period of shorttime, at the same time the engineering benefit has not been fully effected. AfterSouth-to-North Water Diversion Project supply the city of Baoding urban water,localwater and delivered water will be switched. It will but only have a significant impact onthe existing water diversion project, but also to the director unit of the Xi Dayang waterdiversion pipe, as known as Xi Dayang Water Supply Co., LTD. Acomprehensive and systemic demonstration was made mainly from the strategic planninggoals, principles, deployment and content.Three possible operation mode was putforward for the company namely becoming a branch of Hebei Water Group, becoming asubsidiary of the group, independent operation.4, Strategic operating mode of evaluation and selection of Xi Dayang Water Supply Co.,LTD. based on AHP and Delphi Method.Using the AHP method, three modes wer analyzed and evaluated from some aspects such as economic benefit, social benefit andecological benefit."Critical water price" was calculated. Ultimately the independentoperation was determined as optimal operation mode for the company.5, Operating strategies and model implementation strategies of Xi Dayang Water SupplyCo., LTD.. Methods, ways, means and concrete measures were put forward from thenational policies,local regulations and the institutions and management of the companyitself.
