In order to ensure the socio-economic development and people’s life and property safety, to reduce flood damage, flood control is becoming increasingly important. Flood control capacity calls for the cooperation of a variety of flood control measures. All kinds of engineering measures have a definite standard of flood control, can only prevent the flood within standard. Because of the possibility of flooding is random, extreme flood occurred at any time. Using the flood storage and detention areas to handle the excess flood is in line with the’Expense of local, protection of global’flood control requirements and China’s flood characteristics, is the necessary measure to achieve maximum flood control benefits with minimum loss, also in line with the characteristics of flood in China and the basic situation of more people and less land.In addition to the flood storage and detention of water, the areas also play a role in protecting the security and development in the areas. The flood storage and detention areas, in order to maximize its flood control function, need to coordinate with the flood control engineering system. To ensure the security in the basin, reasonable safety construction must be carried on. In order to adapt to the development, the flood storage and detention areas requires a rational development model construction.Long-term since, the construction of flood storage and detention areas in our country is seriously lagging behind, most of the detention areas exist a series of problems, the main show is:engineering facilities are not adequate, the safety facilities is insufficient, life and property safety of local residents can’t be guarantee; local residents are generally with lower living standards, conflicts of flood water and economic and social development has become increasing acute. If these problems are not be resolved in a timely manner, the flood storage and detention areas will be difficult to effectively use once in the event of basin-wide flood, causing a decrease in river basin flood control ability. Also, the detention areas once used, due to the large population within the areas, will affect social stability. Especially Daqinghe river downstream has important flood control protection object, Baiyangdian flood storage and detention area, for example, to study has special significance. Around the three main function of the flood storage and detention area in this paper, from the following several aspects to flood storage and detention area are studied: (1) systematically reviews and summarizes the flood control system, the research progress and the development course of the flood storage and detention area, determine the construction of the flood storage and detention area for research and development model provides a theoretical basis.(2) from the change of the flood control situation in our country and the need of flood control, analysis of the necessity of improving river basin flood control standard; Improve flood control system is analyzed the main measures of flood control standard, flood storage and detention areas and put forward wants to be coordinated with reservoirs, dikes can give full play to the role of the flood storage and detention of water, and combining the historical floods, analyzes the status and role of the flood storage and detention area.(3) Baiyangdian flood storage and detention area as an example, combine watershed storm flood characteristics, analysis of present situation, analyzing the problems of flood control in flood control, flood characteristics, to enable standard and according to the area and submerged depth of three major risk factors, combined with the classification of the safety facilities and consider their own characteristics in the area and so on, studies to determine the safety construction mode.(4) Anxin flood storage and detention areas of Baiyangdian as a case, carry on engineering design of the main building in it.(5) finally, to summarize the research content of this article, and some suggestions were put forward for the research work of the flood storage and detention area in the future. |
