Smart grid, also known as knowledge-based grid (intelligrid). Smart grid as anenergy efficient, green, reliable and stable transmission and distribution systems,cutting-edge technology combines digital information. There has been a prominentprogress in many countries and regions. Smart grid design and planning is animportant part of the grid research.Distinguishing feature of the smart grid and the traditional power grid is reflectedin the following six areas: autonomy and self-healing ability, defensive ability, powercompatibility, efficient operations and management, quality and friendliness,electricity trading convenience. Basic technology to build a smart grid contains fourareas: electrical equipment, measurement and communications equipment,information management systems, decision and control theory. Application of thesetechniques constitute the basic elements of the smart grid design and planning.In this paper, the design and planning of the new smart grid to GuangzhouKnowledge City, for example, the design of the smart grid were analyzed. Weanalyzed the Knowledge City energy use conditions, the Knowledge City conducted acomprehensive load forecasting, energy source for Knowledge City’s power grid to dodemonstration. Were estimated from the substation capacity and Knowledge Cityhigh-voltage grid planning a grid design, from green substation technologydemonstration and Knowledge City’s feasible implementation plan designed greensubstation Knowledge City Planning, the Intelligent Communications platformconstruction are discussed and planning from the "four network integration"technology, and other planning elaborated Knowledge City are discussed in terms ofsmart grid wireless Network and electric vehicle charging stations.For the use of engineering and technical Knowledge City, from the voltage levelof optimization and distribution automation were demonstrated and planning.Planning for distribution automation system, including the first program (20kV petalwiring rings running) and the secondary system solutions (based on wide-areaprotection and control of information technology) in two parts.Finally, we have the Knowledge City of smart grid construction planning stage,made a preliminary, mid-term and long-term project deployment, and conducted abenefit assessment from energy efficiency assessment and distributed energy supply system operators benefit analysis.
