With the increase of the world demand for energy, and the rapid development of economy and trade, sea transportation become the main way of bulk cargo transportation.In order to protect the environment and save transportation costs, some ports gradually develop towards to the sea. So that some ports built on the reef area Reef area navigation refers to sailing in the inner channel between coastal islands and tropical waters near coral islands. Zhou shan islands in our country and the southeast coast, the Scandinavian coast island region belongs to the reef area. In south China sea, the Spratly islands, Paracel islands, Zhong sha island and the Dongsha islands, and Australia’s northeast coast in the coral sea, all belong to the famous coral sea area.The route of reef area is narrow, curved and limited by water depth, and affected by water flow. At the same time, navigational facilities are incomplete. The development of modern ship gradually toward large-scale, rapidness, and the number is growing. The route of entering reef area is single. Therefore the vessel density increases in the reef area route, that will increase the ship’s encounter rate. So that accident rate is also increased. In order to reduce the occurrence of the accidents, in addition to reducing man-made reasons, navigation environment assessment of reef area is particularly important.In this paper, we use fuzzy comprehensive evaluation method to establish reef area navigation environment safety evaluation system. Firstly, we introduces the characteristics of reef area route and basic navigation method, by analyzing the basic characteristics of reef waters, solicit opinions from experts and scholars to establish reef area evaluative factors of the navigation environment, and establish a reef area evaluation index system of environmental safety.Based on the relevant research results of scholars at home and abroad, according to the simulation results relating to navigation environment at home and abroad and other relevant information and data investigation, statistics and analysis, through the investigation and expert opinion the influence factors of affecting the reef waters navigation safety comparison, to determine influence the navigation safety evaluation index and its weights. Then, according to the characteristics of the navigation safety evaluation index, types and species, classifying navigation safety evaluation index. layering, and establishes the evaluation standard of each evaluation index, and then establish the corresponding membership functions, for providing the basis of the quantitative evaluation of each evaluation index. The reef waters navigation safety assessment model is established.Based on the establishment of this island area navigation environment safety evaluation model, to evaluate the safety of the famous island area-China’s Zhou shan island area of Xia zhi men channel, the results basically accord with the actual. It proved the correctness of the safety evaluation model, filled the gaps on the reef area of navigation safety assessment. For improving the navigation evaluation system has important significance.
