A Research On Countermeasure Of Adverse Selection And Decision Of Evaluation Of Bid For Construction Supervision

Since the construction supervision system in China established in1988, it has nearly thirty years of experience and achievements, the relevant supervision legal system has been initially established, engineering construction supervision team has begun to take shape. But because of the decision of China’s national conditions, the project supervision system still exist in shallow socialization, semi market, non independence, weak service of practical features, lack of honesty and credit supervision units phenomenon is serious, the existence of supervision personnel quality is not satisfying.This paper studies how the bidding phase in the supervision, through the principal-agent theory under asymmetric information to avoid supervision units using the asymmetric information superiority to adverse selection. Respectively from three aspects:the government, the requirements of the industry, the owners to coping measures of adverse selection measures of supervision units. Proposed that the government should implement strict market access and clearance system, perfecting the supervision of credit evaluation system, three aspects of improving the relevant laws and regulations to supervision of engineering supervision, supervision and management industry association shall assist the government to do the supervision industry, the formation of industry self-regulation. Owners should first do a good job in the prequalification work in supervision bidding, and establish effective evaluation index system, the index should be focused on the performance of supervision of the technical level, in the tender documents should pur forward reasonable requests, not blindly increase the requirements of supervision, finally evaluation method should be impartial and scientific, select supervision for the project in an objective way.Based on a large amount of literature and literature review, the evaluation index of supervision units, the analysis and screening, to determine the four first level indicators:credit and engineering experience, the organization setting of supervision, supervision outline, the tender offer. And the evaluation index of the connotation analysis. Then use AHP to calculate the weight of the evaluation index. According to the expert’s advice to build two two judgment matrix, determine the weight of evaluation indicators. The index is divided into objective and subjective measures, objective indexes used single index evaluation method, subjective index used the experience of experts scoring method, and makes the elaboration to each evaluation index score criterion. Finally, according to each supervision unit index of different expert score, calculate each supervision unit score with weighted average method.
