At present, first-tier cities even the two or three line of the city appeared in traffic congestion, the number of motor vehicles and the large population and rapid growth of the city becomes crowded. The domestic and foreign scholars have conducted the research on the problem of traffic congestion, they built a lot of congestion evaluation model, but they don’t consider the human perception of the traffic state, and don’t consider people can accept the extent of congestion. It reference on the problem of traffic congestion of the evaluation of the domestic scholars, with people actual perception on the traffic trunk is established based on the principle of satisfaction effect, with Hierarchy analysis method analysis the weight of each index by the evaluation process. Do the feedback analysis of evaluation, and make up control scheme to macro suggestions.City trunk road is divided into urban trunk road and suburb trunk road, traffic time is divided into traffic and traffic peak. The road grade and traffic time combined into fourth case, according to the survey of people in the four cases with the traffic control effect, regression analysis for people in different time on the traffic control effect of the tolerance factor by Logistic.The connotation and extension of trunk road traffic comprehensive control level are blurry. What state in city traffic which is the objective of traffic and people heart expectations comprehensive effect to some extent results. So it was proposed to evaluate the traffic control effect in "satisfaction". Based on the establishment of evaluation index system, according to the characteristics of the principle of index evaluation selection and index selection of evaluation index of traffic control, using the satisfaction method of comprehensive evaluation the trunk road traffic control effect to evaluate. It is proved that this method is very similar to the evaluation results and the actual situation, to traffic managers to provide effective reference.
