ABSTRACT:Energy consumption in buildings accounts for roughly1/3of the total global energy use, and leads to huge amount of greenhouse gas (GHG) emissions. China is the largest energy consumer worldwide, and a high percentage of energy is consumed by its building sector. Moreover, with the rapid urbanization and increase of living standard in the next decades, China’s building energy consumption will continue to grow. To save energy and reduce emissions, and achieve sustainable development, a series of new building energy efficiency standards have been issued by the Chinese government. But our country was lack of effective evaluation system and assessment tools for evaluating building energy efficiency standards. Establishment of the evaluation system is based on the effective implementation of building energy efficiency standards, and is an important part of the construction of energy-saving work.At first, the paper introduced the general situation of the building energy efficiency standards of China, USA, Britain, Germany, Denmark and Japan. Moreover, the paper compared and analyzed the similarities and differences of building energy efficiency standards in different countries, which laid the foundation for establishing a scientific and rigorous indicator. Second, by literature review, we found that there were fewer relevant studies of evaluation on building energy efficiency standards, therefore, take the evaluation of building energy efficiency policies and other industries standards as references, this paper collected and sorted the relevant evaluation index systems of the building energy efficiency standards. Third, by index revision and selection, the paper constructed the index system of building energy efficiency standards evaluation, from three aspects, i.e. technical factor, economic factor and social factor. Finally, the building energy efficiency standards evaluation model was established through comparing and analyzing the methods of index weight and comprehensive evaluation, and combing of the characteristic indicators of evaluation of building energy efficiency standards.An empirical analysis was carried on, taking GB50189-2005for example, to verify the rationality and scientificity of the index system and the applicability of the fuzzy comprehensive evaluation model based on AHP.
