As the basis of smart grid,smart substations adopt advanced sensor, control and network technologies, which is of significance in the development of substation automation technology. Construction and reconstruction of smart substations are the future directions of power grid. IEC61850is the only worldwide recognized network transmission standard in smart substations, and is used to deal with the matching problem between Intelligent Electronic Devices. IEC61850builds models for users, completes information transmission across different layers through hierarchical mapping, and adopts unified operating instructions as well as system engineering and other advanced digital communication methods, so as to build a consistent information and communication platform in smart substations.At present stage, construction of smart substations remains at the verification and realization of the IEC61850standard and its detailed instructions, and the functions of the protection and substation automation are almost the same as the traditional ones both in principle and technology. As a result, the advantages of information sharing in smart substations are still not exploited to the full. With the rapid development of smart grid, increasing smart substations are under construction. Although secondary system maintenance of the traditional substation has been mature, the one of smart substations is still in the initial discovery and exploration phase. Since rules and technologies of maintenance are imperfect, we need to acquire experiences through routine maintenances and develop standard maintenance process to ensure the stable operation and the life cycle management of smart substations, laying the foundation of the strong and smart power grid.In this paper, the application of IEC61850standard is analyzed. Through the acceptance and maintenance of smart substations, differences of the secondary system maintenance between traditional and smart substations are compared, and a testing scheme of smart substation automation system is summarized.220kV Zhangqiu Substation, which is reconstructed from a traditional substation to a smart one, is taken as an example to probe into the maintenance problems during substation reconstructions, and the secondary safety measures of single device maintenance are specially discussed. The IEC61850based study into key technologies of the secondary system maintenance in smart substations would benefit the future maintenance and related research, and provide academic support to development of smart substations.
