Research Of Integrated And Coordinated Management Of Underground Pipeline In Jinan

Urban underground pipeline serve for city information communication, energy transmission, flood drainage and rubbish disposition, which is why it is called the lifeline of city existence and development. However, systematic coordination management is insufficient, because of a large variety of department concerning urban underground pipeline systematic coordination management, coexistence of multi-management and unclear responsibility, entanglement between systematic management and specialized management, politic management and industry management, and a lack of necessary communication. In order to solve these problems, as well as promote an efficient and safe operation, an effective management strategy is remarkably necessary. In this paper, the situation of underground pipeline management in Jinan is analyzed with a series of method of document study, in-situ investigation and comparison. On the basis of an introduction of the historical and present situation of urban underground pipeline systematic management in Jinan and other parts in our country, a series of current problems were carefully analyzed, mainly about:the intersection and scare of underground pipeline laws and standard; paradox of underground pipeline preliminary period construction; rule breaking and limited quality of the stuff; imperfection of acceptance inspection in completion acceptance period and insufficient document information of underground pipeline in operation period. The mainly cause is that underground pipeline systematic cooperation management in our country lacks a top design, while underground pipeline systematic coordination system and its protection system has not been completed. For this reason, Jinan municipal government should learn from experience oversea, complete laws and regulations and build standard system; establish urban underground systematic coordinate management institution, strengthen archives management of urban underground pipeline, strengthen resourse sharing of data information and strengthen coordination of urban underground pipeline planning and construction management...
