Abstract/Summary:
As the one of the important ways to solve the urban water crisis effectively, moderatewater is the key to promoting water saving in water-saving department work in urban watermanagement. Water planning is the core concept of temperance and the importantcondition of the planning is scientific and rational planning of water quota system.As an important basic work of urban water resources management, water quota is animportant indicator to measure regional water resources management work andwater-saving management level. By formulating the water quota of strong pertinence andoperability, it will provide important basis for Qinhuangdao city planning, waterconservation, and water resources management and protection. At the same time, quota ofimplementation is of great significance for improving ecological environment ofQinhuangdao and constantly realizing the sustainable utilization of water resources. Mainresearch works are as follows:First, illuminating and analyzing the geography, population, economic, socialoverview and characteristics of water use of Qinhuangdao city. Currently, the quota for1989is no longer suitable to be water-saving evaluation indexes in Qinhuangdao, soputting forward the planning index system of water quota is of necessity. According to thewater characteristics of Qinhuangdao, water use is divided into two major categories ofurban domestic water use and industrial water use.Secondly, analyzing the current water quota standard, and studying the urban waterquota establishment method. In systematic analysis of the current statistical analysis,technology determination method, comparative method, experience method and othermethods, combining with the characteristics of Qinhuangdao city water, we determine theestablishment method of Qinhuangdao city planning quota: i) Combined with the dailyvariation coefficient, the author utilizes quadratic average method of statistical analysis tocalculate, probability measurement method to proofread,and then establish urban domesticwater quota. ii) Using repeating utilization factor as the sole criterion for the assessment ofindustrial products water-saving, the author comprehensively utilizes statistical analysis,determination of technical method, experience method and analogy method, and establishthe industrial water quota. Besides of using more than two methods as possible, the authoralso repeatedly analyzes and calculates several times about the remarkably dispersed resultof quota. At the same time, analyzing and revising according to some quota values of othercities or countries, then confirm corresponding water quota.Thirdly, in order to ensure the water quota playing a positive role in guiding water saving work, water quota implementation strategy is discussed, and some Suggestions areput forward in view of the present situation of water management in Qinhuangdao.Forth, applying model of data processing to analyze nearly two years of water data ofQinhuangdao city, Qinhuangdao’s current water level and the corresponding norm valuesare concluded. With a comparison of the values established, the author puts forward thenecessity of quota shall be revised in periodic perfect.At last, expounding the conclusion and lack of research. Then considering theinfluence of water use quota towards the water units, urban water conservation, waterresources management and urban development, application prospect of the urban water usequota is analyzed.
